PRESIDENT

Eileen, D.Min, is a founding member of Clean Power Lake County, has been a member of the executive committee since 2015, and currently serves as board chair. She is an Episcopal priest who teaches for Bexley Seabury Seminary and assists at several congregations in Lake and McHenry counties. From 2007 to 2018, Eileen was rector of Christ Episcopal in Waukegan and spearheaded a number of  environmental initiatives in the congregation. The grandchild of immigrants who lived in the South Eastside neighborhood of Chicago, Eileen grew up in the woods of Wisconsin and saw very early the impacts of toxic pollution on low income communities. This led to a lifelong commitment to environmental justice. She is a member of the Sierra Club political committee, chairs the board of Faith in Place, and has undertaken woodlands restoration projects both at her home in Highland Park and at the family farm in Potosi, WI. 

CHAIR

Eddie serves as the board chair. He is a youth education coordinator at the Brushwood Center where he plans and leads bilingual art and nature programs through an environmental justice lens. Eddie first started volunteering with CPLC in 2019 and has led the CPLC Summer and Fall internship programs for high school and college students in previous years. Eddie is passionate about advocating for his community as well as fostering the next generation of environmental leaders. Eddie is currently working on his undergrad and is pursuing a degree in environmental studies and education. In his spare time he loves to fix and work on projects around the house, explore nature, spend time with friends and family, play video games and enjoys sleeping in whenever he can.  

TREASURER

Adela joined the CPLC Board in February 2025 and is currently serving as the board Treasurer. Bringing a wealth of administrative and financial expertise. She is an accomplished Business Administrator and Professional Consultant with over 17 years of experience in tax preparation, bookkeeping, and consulting. Having worked closely with non-profit organizations for a decade, Adela is deeply committed to fiscal transparency and sustainability. She has specific experience training and volunteering as a youth mentor in underserved communities in Lake County, IL, ensuring her professional judgment is grounded in our mission.

SECRETARY

Karen began volunteering with Clean Power Lake County (CPLC) in 2013. She served on the steering committee for seven years before being elected secretary of the board in 2025.

Karen grew up in Iowa farm country. From a young age, she cared about nature, justice, and peace. (Chalk it up to a steady TV diet of “Mutual of Omaha’s Wild Kingdom,” civil rights demonstrations, and anti-war protests!) In middle school, she became known for adding an environmental twist to more assignments than strictly necessary. In college, she dreamed of writing about environmental issues.

Karen has more than 25 years of experience in journalism, publishing, and marketing. Today, she uses these skills to fight for climate justice—the idea that everyone deserves a healthy environment regardless of where they live. She loves the way CPLC connects people and big ideas—and the way it lifts up people of all ages so they can have a greater say in what happens in their own communities. Karen’s goal is a Lake County where no one has to say “disproportionately impacted by environmental pollution” ever again.

Frank is an educator, organizer and community builder currently serving as Project Coordinator with Illinois Clinicians for Climate Action where he works with Illinois Healthcare Providers to reduce the adverse health effects of climate change through education, advocacy and action in Illinois. Frank formerly served as the Community Organizer with Clean Power Lake County and is the founder of GreenLit Solutions Consulting which supports policies and programs aligned with environmental justice in Lake County, Illinois - an EPA designated Environmental Justice Community. 

Alex (she/her) is a conservation leader skilled in supporting and creating programs and partnerships that help people and communities thrive. Her focus is on leading projects and initiatives that bring people together around climate and conservation solutions and equitable access, and currently coordinates the Chicago Roots & Shoots Basecamp at the Jane Goodall Institute. She’s passionate about expanding access to clean energy solutions and building healthier, more resilient communities for everyone.

As a homebody, you can usually find Alex at home growing new and unusual pepper varieties, snapping pictures of bugs, birds, and stars, and playing with her dog, Graham, a 120lb German Shepherd, and her 3 black cats, Omen, Pokie, and Gus Gus.

Dulce joined Mano a Mano Family Resource Center as Executive Director in April 2019. She is responsible for leading Mano a Mano in the implementation of their mission through strategic planning, programming and community engagement. She leads in the development of strategic community partnerships and the policy advocacy agenda. Dulce has been actively involved with the non-profit sector and has dedicated her time to serve as a Board Member of different social, environmental, business health and government organizations. She currently serves as the Board President of the Illinois Coalition of Immigrant and Refugee Rights (ICIRR), serves on the Community Trust Committee of the Illinois Supreme Court Commission on Access to Justice, and IDHS Social Services Advisory Council. She previously served as Co-Chair of Clean Power Lake County, an environmental justice organization in Lake County and in 2020 she was appointed by Governor JB Pritzker to serve on the Illinois Commission on Environmental Justice, in 2022 she was appointed to the Health and Human Services Task Force and in 2023 she was appointed to the Hydrogen Economy Task Force. Dulce is the first Mexican immigrant woman elected to serve as Waukegan Township Trustee since April 2021.

Dulce holds a bachelor’s degree from Robert Morris University. She is an advocate for the underserved and vulnerable population, and brings her expertise and drive to empower immigrant families. She is an immigrant, originally from Mexico City, Mexico.

Doug is a longtime environmental advocate  in Lake County who brings a strong commitment to environmental justice, clean energy, and community self‑determination to the Clean Power Lake County board. He currently serves as Chair of the Sierra Club Woods and Wetlands Group and as a member of the Sierra Club Lobby Team.

Doug lives in Zion, near the former Zion Nuclear Power Station, and has been deeply involved in efforts to advance a just clean energy transition, including work in support of major Illinois climate and energy legislation. He has also been active in protecting the Waukegan Savanna Forest Preserve land from the proposed expansion by the Waukegan Airport Lake County, aligning with Clean Power Lake County’s vision of healthy land, air, and water for all communities, especially those most vulnerable to pollution and disinvestment.

In all of his roles, Doug focuses on uplifting frontline communities, expanding public green spaces, and electing environmental champions who will fight for clean air, clean water, and healthy soil across Lake County.
